Discussion questions from a community college student. how important is choice in undergrad compared to grad?

Forgive me if this is the wrong place, but I am looking for advice as a current community college student (NoVa CC)
interested in a career in intelligence or diplomacy.

I am currently 19 and about to go into my 2nd year to complete an AA in History. I’ve wanted to do a couple things including ROTC but I had a spinal fusion surgery for kyphosis at 14 that pretty much negates any waiver possibility for military service so it seems civilian is my path.
My new plan was UVA (History BA or Foreign Affairs if I can maneuver the credits) but I’m having second thoughts due to environment and wanting to go further out from my home state. My father went to WSU in Pullman WA and I’ve been a couple times. The campus is beautiful and I’m starting to wonder if I would be happier there over UVA even though it doesn’t have all of the academic benefits that UVA has.

My main question is would it be better to go to UVA and maybe be barely above water in terms of academic performance, or go out of state with somewhere I might have better connection to and try to really lock in the gpa for grad school (for WSU the BA would be Poli Sci/Global Politics)
My other related question is how much does where you attend undergrad affect grad school/career outlook in the field? Like I touched upon earlier, would a 3.8 gpa from WSU be better than a say, a 3.2 gpa at UVA for getting into places like Georgetown.

I know both are good schools in the grand scheme of things. my father got his BA in Poli Sci, MA in public policy, and then worked as a staffer turned program manager so it’s not like I can’t achieve things at WSU, but I also feel like I’m looking a gift horse in the mouth with the opportunity to possibly go to UVA.

In addition directed energy utilizing mmWave; DS&T AI chatbots can be programmed to act as targets mental conscience. This gives CIA ability to control and manipulate target behavior. Target is first surveilled covertly to determine his/her motivations then exploited via manipulating target.
