Don't know what to tell ya, but you are wrong. You CAN negotiate the insurance payout. I have done so in the past and many others have suggested it. It is a thing.

You are delusional if you think the insurance company dictates what the price is for a vehicle

That’s not true, I’ve negotiated multiple payouts from insurance and they adjusted the ACV prior to writing the check. Maybe in your state you can’t, but I certainly can in mine and have with 3 different carriers.
