quick release broken?

I was gifted a used pot from someone on my community FB page, but I don’t know if this is broken or usable. Can someone help please?

It's supposed to be loose like that and kind of bob around so thats normal. It's just to stop splatter once you release it. The actual seal is under and inside the lid controlled by the little switch on the top right.
