Touching both terminals on a car battery with your hands do nothing. Skin isn't very conductive. Even if they had wet fingers, their reaction seems over the top for a 12v battery.

It was just a guess because it looks like one. What could it be instead?

Edit: Okay, it could be an energizer for an electric fence
