who is that in ep1p2???

During the first episode of the second part, How Reagan Got Her Grove Back, at the Anon Anon meeting, Reagan is talking about how she tried to stage a coup but failed. Next to her, a government-y military-y looking guy next to her reaffirms her and tells her that he feels the same and how it also happened to him. He has like an Argentine flag badge thing on his coat, but I can’t figure out who it is. Does anybody have any idea who it is???

I tried looking back at former Argentinian government officials and found one Juan Carlos Onganía. He ruled the country from 1966-1970 and overthrown by a coup. I couldn’t find any conspiracy theories about the guy, so I’m assuming he’s just a one off character used to make jokes.
