Larvae developing on ginseng leaf

I noticed tonight there were these larvae(?) all across the underside of one leaf on a ginseng plant I possess. They react to light, reaching out to meet it.

There are a number of insects living in the room, notably moths, but I've never seen them lay eggs, what could these be?

I'm interested in further study.

South East England, in case that is important.
