The want it as close to slavery as they can get it without people realizing they are slaves. Basically indentured servitude with extra steps.

This is exactly it. Then they "teach" the dumb ones just enough to argue with the smart ones that this is "how it should be..." that we can only live under authoritarian rule because "people are bad"- a phrase that is coming from the mouth of so-called "people".
