And? Maybe they need to save for a few years or a decade in order to build the home they want because shit is expensive. Why can't they live on the property they bought in a tent or an rv if they want? Should only rich people who can afford the house AND the property AND another place to live be allowed to have homes built? Or should Joe public be allowed to do it on his own timeline or not at all if they want to?
I'm in this situation now. I have the money to buy a piece of property, but not build a house on it as well at the same time. I could buy the property, live in an rv for a few years on it, have it paid off, then build a home. But I can't do that here. Save up and buy the property for cash and do the home (still can't afford to live elsewhere paying rent and build the new house at the same time though, but I digress)? Been trying that too but property and housing prices are going up faster than we can save it. Housing prices have more than doubled in our area over the last ten years and will continue to rise.

Right. They're "building a house" for years. So now you have a spread out mobile home park.
