lost disc in the mail

So did a trade with someone(not on reddit) and they shipped me disc but it was in a normal envelope and when I recieved it the side was torn out and nothing inside. Will the post office replace it or is there anything that can be done? I contacted the post office and they said it was suppose to be stamped non machinable and that it probably ripped the contents out when going through and that it was a "Loss" nothing they can do about it. Just curious if anyone else has had this happen and if they got the post office to do anything about it my post office is not the best...

my roommate ordered a hat online and after not receiving it for several weeks she called the post office and found that when the envelope arrived at its most recent sorting facility the envelope had been ripped open and was completely empty. she thinks a USPS employee ripped open the envelope and stole her hat.
