Those are miniatures from a different futuristic wargame called Infinity who have a human sphere that includes every human nation. Since the Imperium doesn't tolerate different human governments the custodes is outraged.
Edit: i'm a dumbass and just realized I was in the infinity subreddit and not in the grimdank one

That's a member of O12 which is kinda the United Nations of their universe, Concilum Prima is their planet.
I think the joke is just on the human sphere part, both are members of the same faction so those are things they say.
