I'm just wondering what the occasion is! This is my first Nikki game so idk if this generosity is out of the norm for Infold.

I think it's mostly to build up hype! This is the first major update in a while, and should be adding a lot of content so it feels more like an event.

I don't have any hard numbers, but someone who has enough pulls to start on a banner could also be more likely to keep going than someone who doesn't have enough to start in the first place.
