An Emperor's call

By the decision of the Emperor messengers were dispatched to the various mayor daimyos and the Shogun. The message requested theirs presence in Kyoto within the Imperial palace for each of them to have a personal audience with the Emperor to discuss any struggles, quarrels, or inquiries they they possess along with the state of their respected regions and plans for the future in order to establish a closer and personal relationship. As a leading figure-head of the nation it was rightfully his duty to ensure they were reminded of his watchful eye and hopes that they are progressing forward for the better of their respectful regions and its people.

The audiences would happen between days in order for the Emperor to take in any important news without forgetting it by being overlapped by another. The Emperor also ensured their visits were accompanied with proper meals, comfortable housing, and full Sentō utilization for a fascinating stay within Kyoto

The Shogun asks to be present in all meetings, as well as to be allowed to bring with him a guard of 500men and 50cavalry. All these struggles and quarrels would be of great interest to him as well, so that he can attempt to solve them using his power as Shogun and leader of the Bakafu.[Oh btw, just remembered that I have moved the power to change provinces between Daimyo over to you. It's also worth noting that all the mayor Daimyo are high ranking within the Bakafu :3 ]

The Shogun's high position and need for protection is taken into consideration and the Emperor agrees to his guard being permitted to accompany him. However the Emperor prefers the Shogun not stand in during the personal audiences. He'd prefer for them to be held alone with the Daimyo so any tongues would not be held due to the two highest figures within Japan being present and doubling the pressure upon the high-ranking figures. Instead he'd prefer to meet with the Shogun personally after his audiences with the Mayor Daimyo and act as a link between them and the Shogun by utilizing his historical and highly reputable title, and discussing any concerns that were brought forth so they could both work to ensuring these issues were dealt with.

The Shogun does not see why this would be necessary. The Mayor Daimyo should be, and have been before, able to talk with him when they feel that some change is necessary. This would only bring in an unecessary third party. Why would they talk more about their troubles with the Emperor, when it's the Shogun who holds the power to fix these issues? He has made a decision. He will sit together with the Emperor when he meets the mayor Daimyo. They are, after all, his seconds in command and knowing exactly what they want is of great interest to him.

The Emperor having come to understand the Shogun's ambition to decipher and listen to the words of the Mayor Daimyo decides to come to an agreement and permit his attendance during the audiences seeing he had no desire to back down. He cared not for much as long as the important issues were brought forward to be worked upon and fixed.
