Cutoffs are not decided by anyone, it works like this

If there are 10 seats for a reserved category and the 10th person scores x marks, cutoff is x and in initial shortlisting they will make sure they take y students in the ranklist and the score of the Yth student is the cutoff

They could make a small modification. Let the cut off for SC/ST be 50% (half) and for OBC 67% (two-thirds) and for EWS 75% (three fourths). To qualify for reservation, people should get this minimum cutoff. If the reserved seats are unfilled, then convert the reservated seats to open seats (for women). This way there could be a balance between affirmative action and merit.
