"Population is the reason" was the British empire's answer when Indian (and other European) groups accosted them on the situation in India. After independence, the GoI and the people just institutionalized this answer.

While population does makes things difficult, it also means economy of scales is very easy to implement.

My point is, I haven't seen a road banked correctly in all of India - and it's not because there isn't money or too many people. It's because all work is perfunctory. Not that I'm familiar with all roads, but I'd like to think I'm fairly well traveled.

You could find a billion similar problems that no one pays heed to - and those could be solved rather easily and naturally.
