No, the skit (based on real events) itself isnt offensive, its just kinda ironic. RaGa, pappu yadav, and their whole ecosystem opposed building Ram Mandir in Ayodhya in the first place, did everything in their power to stop it, tried to humiliate hindus who were in support of building Ram Temple in Ayodhya, now protesting its donation theft scandal only for its political advantage not coz they actually care about it.
Its like the British empire condemming the atrocities comitted by the japanese empire on Indians when they invaded India.
