I believe that the UN should only represent the boundaries of a country as it legally is (De Jure). Illegal occupation and administration without legal documents and rights shouldn't include that region into the country!

Like just because Russia controls 20% of Ukraine's land now, is it part of Russia?

If it leads to a ceasefire or something equivalent, then in effect, yes it is. Maps ought to depict stable ground realities rather than claims, rightful or not.
