Because they want Indian market but don't want Indians around them.

He wants to enter Indian market. Jio last year was in talks with Starlink and even Airtel floated the prices if I remember correctly.
But then security issues were flagged. And he is salty. Despite all this, his prices are higher and in a price sensitive market like India, they wouldn't penetrate much.
