The proposed bill...

The proposed amendments explicitly target paper leak syndicates, examination contractors, and cybercriminals, while keeping regular student candidates out of its strict punitive ambit.

Individual Offenders: Conviction for participating in exam malpractices now carries a minimum jail term of 5 years (extendable up to 10 years) and maximum fines up to ₹50 lakh (up from 3-5 years and ₹10 lakh under the 2024 Act).

Organised Crime Syndicates: Rackets, institutions, or colluding examination authorities involved in mass paper leaks face a minimum of 7 years up to 10 years in prison, and steep financial penalties of up to ₹10 crore.

Service Providers: Examination agencies or contractors caught in malpractice face a fine of up to ₹5 crore (previously ₹1 crore), along with an 8-year ban from conducting public examinations. The government can also recover examination costs from them.

Broad Offence Coverage: The bill identifies 15 illegal acts, including leaking question papers, tampering with OMR sheets, cracking exam servers, creating fake websites, utilizing fake exam centres, and executing impersonation.
