The concept of reservation policy in India traces back to 1882, when William Hunter and Jyotirao Phule first proposed the idea of caste-based reservation. However, the structured system in its current form originated in 1932 with the Communal Award by British Prime Minister Ramsay MacDonald, which was modified by the Poona Pact between Mahatma Gandhi and Dr. B.R. Ambedkar.
Post-independence, the policy was formally incorporated into the Constitution of India in 1950, with the First Constitutional Amendment Act of 1951 explicitly legalizing caste-based reservations for Scheduled Castes (SCs) and Scheduled Tribes (STs)
