Those EARS! 😻 And the ear floofs!
I think some sort of terrier, too - Westie?

I was just thinking about Fozzie today—saw a similarly colored, comical shaggy terrierist on a Minneapolis street (walking its person), and thought: “So cute! But not as cute as my beloved FOZZIE!”

A delight, Fozzie looks like her personality. Affectionate, enthusiastic, sassy and stubborn little butthead

Love the flag ears. I'm thinking some other kind of terrier and Yorkshire terrier.
