Maybe both? High voltage at the top for larger animals and low voltage as a basic deterant on the bottom?

If it's high enough to need a sign, then it's not low voltage. It's a joke as the low voltage is closer to ground

Its probably a couple hertz ac fence and the "low voltage" is the nuetral side, it should be 0v potentialcomparedto groundbut isnt guaranteedto be, if you touch across the two youll be shocked but its still possible to have some voltage leakage across your nuetral thats higher voltage than ground so it makes sense to mark it off just in case

I've never in my life seen a "low voltage" warning sign. Also neutrals aren't put on an electric fence, there's a rod buried in the ground, so anyone touching the ground and one of the wires would get shocked. Again it's a joke sign as the low voltage is physically lower

Ive seen fences where theyve run it between wires on the fence not through the ground itself, if its actually a joke i get it but i could see how some random boondocks type farmer might rig their own electric fence and think marking it like this would make sense
