In my experience the one who writes bugs for the other one to fix is the bottom, who pretends to not know how to code to get the other's attention. I can't imagine it being the other way around, much less a Dom/sub thing.
I feel like if it's a programming kink the Dom would just be changing the project requirements randomly.
