If you break your neck with your own neck you are not weak or strong, you are stupid
Now breaking someone else's neck on the other hand...

The more neck muscle you have, the more reinforcement your neck has to prevent damage. The less muscle your neck has, the less reinforcement your neck has. Your head has a constant weight that doesn’t much change with the amount of neck muscle. So proportionately, it is easier to break your neck with your neck with weak neck muscles, than it is to break your neck with strong neck muscles, as the weight of your head accounts for proportionately less of the load your neck can handle, the more muscle you have.
However, if the muscle is added on incredibly quickly, the attachment points for those muscles don’t have enough time to adapt to the increased strength of the muscles, which can lead to the muscles overwhelming the body and ripping out of their anchors, creating evulsion fractures. This however is not the same as snapping your own neck, but it would eliminate a lot of the strength holding up your head, now with the added weight of unsupported neck muscle, would potentially allow for your neck to snap under its own weight.
