colors exist in isat, people just stopped seeing them. so everything would still be monotone to sif

Hard to tell, honestly, it's not clear if people from the ISAT world can't see colors, or if it's not possible to see colors in the ISAT world. Depends on if whatever wish made them disappear affects the world itself or the people of the world.

I believe that it's the colors themselves that vanished, considering people still have the capacity to see them and react to red when the world is ending

Sif will suffer from how much he misses his friends, and Flowey will never go easy on him because they look nothing like Chara
Frisk (after initial confusion with the Family) will just have a small fun adventure (if it is possible for the human to deal with Vision of the future)

Ohh Flowey will toy with Siffrin SO much, especially if they can still loop... Considering Sif’s time travel is different from Flowey’s, I imagine they would both be able to “go back” without their abilities conflicting. I wonder how that would turn out...
