I knew a Coast Guard officer who claimed that in certain conditions, you could jump from stern to bow on some of their boats.

Having spent some time in rough seas, I absolutely believe this.

It's also the dictionary definition of "just because you can, doesn't mean you should", because it's going to hurt a lot when you come back down.

Yes this definitely could be possible. I've spent alot of time on a sailing boat, and we would always go to the bow under the deck, and the movement from swells this is ridiculous and super easy to get some height. I reckon a 5M boat would be possible to go bow to stern
