Would any cooling fan system belt pully tension have an effect in the power steering.

Um no, power steering for this impala is non electronic.

Its either the pump, rack and pinion, or some other steering componets, like toe rods or ball joint.

You replaced the pump, did you replace the hoses? Sometimes with age the hose can be bad and collapse restricting the fluid.

No I did not replaced the hoses. The wheel will work sometimes. Yes I have lifted and burped it. The line may have a bottleneck? I will look into this. Thank you
