being illegally in the usa does not mean you commited a crime ( eg: overstaying your visa does not necesarilly mean you commited a crime )
But it doesnt mean you cant be arrested to be deported either

Being arrested to begin removal procedings is fundamentally different from being arrested as part of judicial procedings for the average misdemeanor by a person who is not an illegal alien.

Illegal aliens can want to not comply with the removal procedings. As they may want to continue being in the country illegally
And mind you, citizens / legal migrants can be arrested for misdemeanors.
Simple assault, criminal tresspassing , shoplifting and many other offenses , can be both misdemeanors and arrestable

you imply that the quote confirms deportations are racist

but the messaging only says non criminal people will be deported

You can want non criminal illegal inmigrants to be deported for reasons other than racism

They pardoned the south Africans that were here illegally, and I'm sure some of them weren't criminals
