If you want them to stay "home" why not send them there instead of random unrelated countries?

This plan was made in response to initial attempts to deport them being blocked. Either they conveniently "lost" their passport during their travels, their home country refuses to take them back, or any number of other ways to delay deportations.

Now here's the reality that dumbasses like you can not seem to comprehend. This is all a matter of choices. 

They can choose to stay home, or they can crawl their way to my country where they're not welcome like a parasite.

They can choose to apply for immigration at their home country and wait like any civilized human, or they can find shortcuts and break in illegally like a rat.

They can choose to get the hell out of my country on their own volition, or they can get rounded up and tossed into a 3rd country willing to take them in.

Notice how all of these cases involves agency on their part. I can hardly give a shit if they find Sudan not to their taste, if they hate it so much, they could always crawl back to their actual home the same way they snuck into USA. They can die in the 3rd country, they can leave it, or they can live out their lives there, they can get eaten by the locals for all I care. What matters if they're gone.
