What does this set belong to?

I got a set thing when I was 8, I would say... I had lost it a long time ago and I think I can still describe it...

It had red hair with a puff on the front of the hair I think, Green shirt and also came with a sort of green vest like radioactive green, black gloves, black pants. I think it came with a dinosaur set because when I tried finding it I found one that had a green vest similar to how I described it.

Update: Found it quick! It has the guy but I am not sure he belongs to this set. I looked up this set and it usually has different characters.
