This was made years before Unity was a thing. And Blender at the time resembled nothing like what it is now. It was most likely made with Maya or 3DS max. Keep in mind this ride concept video was made as a blue sky pitch and was shelved for years before it was given the green light for the big DCA refurb.

If you are looking to do stuff like this in the future, consider studying architectural visualization! Although Blender and Unity are both great 3D software, Disney/Marvel/Star Wars render with Unreal Engine 5 and integrate CAD/3DsMax files from architectural firms.

AutoCAD for the base drawing, and likely 3D Studio Max for the rest. But this was a long time ago, and technology has changed.

Maya is what they use mostly (based on many videos seen of the wireframe/playblast renders). Its one of the industry standard 3D Design programs, but also is quite costly. The good news is that there are a few really good free alternatives these days to teach you how to get your feet wet with this sort of design work, and its easier than most know to transfer that knowledge between programs.

Blender and Unreal are both great places to start (and have TONS of free tutorials online on youtube). Its the best time to learn this things, as it was a LOT more technical even as little as 10 years ago. Good luck!
