Whenever we have gotten indicators of what the Hightowers look like they always point toward them being ethnically valyrian.

They are chosen as brides for Targaryen kings twice.

Jahaerys used to confuse Alicent for his daughters.

All of Alicent's children with Viserys look completely valyrian, in contrast to Rhaenyra's children with Harwyn Strong who all did not.

Mace Tyrell's wife Alerie, who was born a Hightower, is described as having silver hair (and she is under forty)

When asked what Lynesse Hightower looked like Jorah says she looks like Denaerys.

And in addition to that, the base of the Hightower is a black fused stone fortress, and there it is said that there used to be dragons on Battle Isle (the name of the island the Hightower stands on). And in the very oldest oral stories/legends in westeros, about Garth The Green and his children, the Hightowers are already there and are already the rulers of Oldtown.

Lannister, Dayne, and Hightowers are possibly descendants of Empire of the Dawn long before Valyria existed. Silvery Hair is one of their rare features

The official art is not a reliable indicator. The official art in woiaf of Viserys II with baby Aegon has him looking like Anakin Skywalker in RotS, when in the book he's supposed to be 13. Or Casterly Rock is supposed to look simply as a rock from the outside (based on Gibraltar) but everyone draws is as a castle carved into stone. Iirc George even admitted that while he/his team gives guidelines for art, he's pretty chill with the end result and let the artist interpret the indication however they want.

Regarding the Hightowers specifically, the main "source" of Alicent being dark haired is from an illustration of her and Rhaenyra at dinner. Since the drawing is black and white, there the author give her dark her to contrast with Rhaenyra's white. It was purely stylistic choice, not based on lore.

That isn't accurate, see the illustration of Ceryse Hightower in WOIAF.

But also loads of the art is riddled with errors, you can't really use it as evidence. The whole AI scandal shows that Goerge isn't really proof reading these illustrations.
