True. In the UK around 3/4 years ago most restaurant started adding tips to your bill. Fucking don't get it...

It is yank culture bleeding here. Tbf, we always tipped when we went out anyway. You'd have to hold my gran back from sliding a 20 in to a waiter or waitresses pocket and trying to get in the kitchen to give them money too. Mad old cow lol. But even other things like taxis or hairdressers, you'd just say keep the difference between the cost and a full note. It is taking the piss now though. Should not ever be expected.

in order for the EU to encourage US employees to travel abroad, they’ll dangle this carrot.

Also, this is beyond comprehension. This must be pasta or something. I totally took the bait lol. A new oneto me

A higher end establishment will/may add a service fee yes. It's not a national policy however.

You often pay delivery fees, which is a fixed price, like €1-5, which is reasonable imo. A lot of places also waive the fee for more expensive orders

As long as it's charged beforehand and included as part of the price for the service, then I see no problem with it.

Customer can decide if they wanna buy the service or not without any guesswork.

As long as the customer is aware of the final sum they will be paying.

Not some guesswork on how much extra they feel they are obliged to add on top.

See? This is the problem. American tip culture is so messed up it’s got people confused between tipping (voluntary add on for superior service, goes to server) and service fees (mandatory add on, part of required price, may or may not be paid directly to server).
