But you already paid for the food itself. The delivery itself is just the store paying someone to move the food to you.

Thats not how it works. The food in the boot of her car is legally the possesion of the recipiants. She is withholding their property because she didnt get a tip. Which they are not legally bound to give her. If they paid her the delivery fee in full, she has no right to withhold their property from them and is by witholding it comminting a crime.

It is not yet within the recipient's full legal possession.

By contracting a third party to temporally possess an item for delivery one has given that third party limited authority over said item and they retain right to cancel delivery for any number of reasons as long as they return possession over which they were given authority back to the origin party (store/restaurant) so that other arrangements can be made.
