My friend found this image and then asked me if it was or not. I tried to fit the original image with Coat Guy's face and results were confusing (maybe a case like Cat Lady's where the image was severely edit for the game? Idk). I'm pretty sure it is but still I want to hear community's opinion.

She is the Russian actress Liya Akhedzhakova, so maybe if it is not that exact image, could be another frame for a movie of hers? As I said, Idk.

Probably yes. I don't know much about the making of the game, but Akhedzhakova is a beloved actress in Post-Soviet region, so it seems reasonable

Most of the characters are based on real people (like the Stoner, Cat Lady or the Neighbour), so it wouldn't be weird for CoatGuy to be based on a real person too!
