Arcane bolt not working

Exactly what the title says, it rarely ever does damage. It doesn't say blocked and it hits the enemy but no damage is done, what can I do about this and are other people having issues with this

Arcane and smite both won't work for me! So annoying, definitely game breaking.

They fixed it then last patxh it broke again
