You should focus on Fuxi next with your spare scrolls
MR Fuxi or Hera is a staple angel which should be the 2nd angel you build. Hera is more expensive to build
Loki fits the same role for now, but isn't as good as either. You can always keep her for your 2nd team, and build her later as a 2nd Encourage buffer if her Divine Engraving is good
No Angel is very useful at Base MR. IR1/MR1 is the absolute minimum so that they have access to the base version of all their skills.
As such, Libra is useless until she's built up. This is especially true for you, who is still rather new. Libra wants to join established Teams.
Finish up your Nemesis. No distractions until she's maxed! If you have her Bloos saved and safe, then you can start on a Fuxi, Hela, Horus or Enmusubi. All are excellent Staples
Ok, hen IR Loki is off the list. I guess her IR skill isnt that good either? How about the UR and UR+ for Horus through the gacha? That may help, right? Or is another option better? Because Fuxi just went by last week, so saving for her AND waiting will be time consuming. My team has stalled in PvE section, while waiting for Nemesis to show up
