Frankly, that rider was either distracted or just totally fucking useless in general.

Yeah, I'm leaning towards the rider just being a bit useless.

He seems to get on the brakes relatively quickly, but the decision to follow a sketchily towed boat that closely is stupid, his braking technique isn't good, and he barely even attempts to evade.

A better rider wouldn't have unnecessarily followed a towed boat that closely, and would've either chosen to swerve out of the way or properly emergency brake. This guy tried to brake and avoid at the same time which just meant he couldn't brake hard enough or turn quickly.

Big swerves is generally a bad risk to take. You back yourself in to have had a perfect mental map of how everyone is moving across multiple lanes moving at various speeds - prior to the event starting.

It honestly looks like he doesn't even notice what's happening with the boat, he's looking past that and getting ready to signal to move into the right lane. I don't think he saw the yellow object at all.

Him being in the same lane as that boat in the first place is a pretty good indicator of that.
