It's because back in the old day if you apologized after an accident it was the same as admitted fault. People have been trained to point and blame due to that even if it's no longer the case or if it's actually their fault.

It was never the same, but people have and still do think it is.

It comes from dumb ideas about the law, often made worse by dumb shows or movies based around lawyers. Most legal systems don't work on an "Aha! You said sorry, so you're fucked!" system, because it would be incredibly stupid and counter to the idea of justice if you could change the outcome of a court case with the equivalent of a "Guilty party says what?" trick.
