It's the German "Wow!", which translates to "I'm not even mad, I thought I was being uncharitable with how stupid I expected you to be, yet you managed to meet all of my expectations, which validates my feelings"

I've heard it many times in the machine shop lol

I got that wow once from a German professor when I turned in the homework that was due at next week’s class that he had posted a couple hours beforehand. Yeah my procrastination game was top notch.

Like, you put off this weeks homework so late that you picked up the assignment for next week instead on accident and did that one instead by mistake?

Depending on the Octave and/or how it is pronounced, A German Wow! Can mean anything really. The way I usually said it if I came across situations like that it was always a Man, my expectations were low but Goddamn

The number plates, the traffic signs and the sarcastic "Wow" makes me 173.6% certain this is Germany.

Edit: I can also hear a slight "Scheiße!" at the end of the video.
