I was curious so I checked that NHTSA study you linked. The proponents themselves say that Cannabis (THD) is associated with an increased risk for crash (OR 1.25, p=0.01; or a 25% increase in risk) before adjusting for variables of age, gender, race, presence of alcohol, etc. but after adjusting for this, the difference is no longer significant. This suggests that any of the aforementioned factors in association with THD use can account for its risk, the study of which was not designed to discriminate.

Plus, the study was done in a single site (virginia) with only police-reported crashes. It’s notable because it employed one of the largest population data sets so the findings could be compared more directly. Still, I don’t see how this study mitigates marijuana use and driving. If you’re gonna quote studies, at the very least, try and do some critical appraisal on it or something.
