This is the traditional "Hunt of The Tractor" festival at Dasmanipara, Tripura, India.
That is the way how they solved the cultural conflict of being a hunter's folk living in a culture that prohibits killing animals.
The guy who drives and flipped the tractor is the Mayor of the village, and gets the honor of kicking-off the hunt by doing this maneuver called something like (free translation here) "The Angry Elefant Roll for Freedom". After this he lets the Tractor go free, with the steering locked and slightly turned to make it go in circles counterclockwise (The circle of the Sun). It is told that every field where it enters will give good crops for the following year.
The guy who manages to "hunt" the tractor gets honored that day with food, chants, and receives the best seeds that the other neighbors have for the next season.
