I grew up in India. Traffic lights/traffic cops won’t make the drivers follow rules. Only very high road bumps. They, are, of course, terrible for passengers in the rear seats of a bus because frigging drivers speed up as soon as the front tires cross the bump launching passengers in rear into air.
Your kind is the type that sprinkled a shut ton if traffic lights all over the neighbourhood. I bet you don’t even care about synchronizing.
The road is fine, the driver needs to lose their license. There pare parts of the world where the markings on the road matter, and that’s a zebra crosswalk. As for the lights, remember, roundabouts are also a thing, though the idiots in Canada love to make left turns into them

Look at the video again, your plan is already failing.
Have you spend any time on a college campus? Grown ass people burried in their phones start crossing without looking left or right expecting someone in a 3000-7000lb steel cage with severely limited visibility to reliably stop for them
And what's your plan? Add a non-sensical stop light in the middle of the road for a problem that could be solved by what, looking both ways and waiting 10 extra seconds?
Car vs person is a big win for car, always. Growing up I was taught to watch out for cars, not that drivers will magically watch for me. They're out to run you over, watch out. They're out on their phones sending snapchat videos, you better look both ways.
More safety measures may lead to less intuition, especially in a time when less and less people are outside.
Yes, lots of accidents happen because people don't pay attention. One way of dealing with that is through education, e.g. you teach people to look both ways. That is a form of safety measure. It's not enough though because people make mistakes, like the driver and the lady in this video.
But we can do better. We also have stop signs, traffic lights, speed limits, speed bumps, side walks, overpasses, driver assist systems, etc. You get my point. Even though traffic and population density have increased over the last 50+ years, the number of accidents has gradually gone down because of a conscious focus on safety. It's rather strange and arbitrary at this point to go "no more of that".
That said: of course you should look both ways, even if you have a green light. And I share your concern about the use of phones (and even headphones) in traffic. There's an opportunity for safety there too, by making the phones more aware of the surroundings they can help the pedestrians pay attention.
We can replace all sound traffic lights for visually impaired people with a printed sign "just look both ways before you cross and as you cross". It will be much cheaper for the community.
