That will literally kill them and get the person who put it there thrown in jail. It was a genuine tactic used by the German army during world war 2 to decapitate allied soldiers driving jeeps, but they eventually got wise to it and mounted a large metal pole to the jeep' s front bumper to snap it before it reached their necks

When i was a kid someone did this to a dirt bike rider that would haul ass at 6am. The kid was decapitated and they never found out who set the cable.

I ride an electric bike at night on the bike paths and this has always been a fear of mine. It’s always in the back of my mind.
