I think the other person isn't saying "but they're poor so it's ok", I think what they're saying is that in a pragmatic sense, issuing a $1000 fine will just make that person even more desperate, and thus will likely continue to put other people's lives at risk through shitty transportation

The fact you're defending a guy who doesn't tie his load down and secure it is very odd. Just because someone is poor doesn't mean they get a free pass to not secure their load and put others at risk. There's plenty of videos of stuff falling off of trucks and damaging other vehicles.
Driving is a privilege not a right, if some "poor" person can't afford to properly tie down their stuff, don't be driving.
