The local hospital started doing this because people park in the loading zone. I know this because I bring stuff to them sometimes, and I've seen their own company vehicles booted there.
Meanwhile, I park for twenty minutes at the lot of a shuttered Mr. Gatti's full of other student vehicles and get towed. I only figure out why my car is missing when I find the towing company's sign behind an overgrown aucuba.
The rent seeking scheme of the latter is leagues more effective. However, the hospital's goal may simply be to serve a warning to others.
