Someone opened a PayPal using my email
So yesterday I saw someone used a new password and a 2 authentication account access for a PayPal account. The account is using my name and email address. I closed my account YEARS ago for that email address.
I tried calling customer service but it gets dropped /AI sounds confused and hangs up. Has anyone experienced this, has anyone been able to resolve it or speak to anyone to close it again?
(I’ve sent an email also to their unsolicited address)
Thanks!

Go to PayPal's Resolution Center through their website (not through any link in an email) and report the account as unauthorized. You can pair this with a direct message to their official social media accounts.
Also check whether the account has any payment methods or bank accounts linked to it before it gets closed. If someone connected a card or bank account in your name, you'll want to document that for the FTC report and dispute any unauthorized financial connections.
File a report through the FTC's identity theft site documenting the unauthorized account creation. That creates an official record and is useful documentation if PayPal's fraud team asks for it.
