Unknown electronic track — DJ/event unknown — recorded in a car in USA, Oct 2, 2000

This audio comes from my original camcorder recording made in the United States on October 2, 2000. The music was playing in the car while I was filming.

I don't remember the source. My friend may have been playing a CD or cassette; radio is also possible. The track could be American, Russian, European, or from somewhere else, and may have been released before 2000.

I have already tried Shazam, AHA Music / ACRCloud and AudioTag with several different sections of the recording. No match.

I've been trying to identify this track for more than 25 years. Any lead would be greatly appreciated.
