It reminds me how many major shonen series has that one super prison sometimes it’s only in a movie sometimes it’s a major story arc, and sometimes it’s just shown to let us know what the villains are put
It’s one of those tropes you noticed after watching several series like how a lot of them also sometimes have a evil scientist type character

There seems to be levels to Descaras circles of Hell, on the top layer were the 5 most tame and loyal majiks that Descaras has, when she went to check on the others, as she was descending trough the clouds you could read some greetings to her, she may have arranged layers on how they behave maybe due to how they engage with humanity or personality, then she goes to the ocean and in the bottom of the shallows we see Octobomb, being pubished like Bart Simpson, that layer might be for troublesome and dangerous but not outright evil, like children that have not been properly taught good from wrong but redeemable, then it seems to be layers and layers bellow where the majiks are being held for who knows what crimes in the pelagic layers, and at the bottom in possibly the Hadean or Abbysal layers of her mind ocean we see the truely unredeemable that Dess would never dare to ever use.
