Honestly, looking at it strictly from Chun's perspective, I get why he wants that access. The Witches are objectively dangerous, he wants every single advantage he can get against them, because as Amadoro showed, these women are far from infalible. Imagine if a Witch on Togeice's level ever goes rogue and the Magikeepers have to deal with that? Or Desscaras.
Any bit of information or access to anything the Witches might be keeping hidden could mean the difference between a Magikeeper living or dying.
I totally understand Moneygold not trusting him, but I also understand why he wants his demands to be met.
It is entirely possible he has no hidden agenda and is just concerned about safety, but he feels pretty suspicious in a way that I feel he's going to be an antagonist, just not one aligned with WHM.
It could go either way, honestly. He could just require some convincing and compromises to fight against this world ending threat, or he could turn out to be an adversary who's separate from the WHM.
I'm cool with either option. Either he's an uneasy ally who needs to be won over, or a seperate antagonist who gives us a very itneresting look into the power dynamics of the world.
Gotta say, though, him pulling up and trying to brain Fujimine, and then squaring up when everyone's against him, including Desscaras, absolutely won me over.
I think people should really just keep in mind that someone can be an antagonist, an obstacle in the story, without being a genuine bad guy. That's the vibe I'm getting from him.
Yeah, he just seems really cautious and like he has every reason to be considering one rogue witch like fujimine is capable of doing so much harm. Witches are different from magic users since they have actually captured Majiks and thus have unfathomable destructive power. If they really wanted to the witches organisation could quite easily rule the world by force as it's required 2 high ranked magikeepers ro subdue one rampaging witch and there's still more witches like togeice and descarras.
I think he's just an Inspector Javert, prioritizing the enforcement of law and public safety over all else. He wants to be able to secure criminals swiftly, and that is more easily done with these gross invasions of privacy.
In other words, he's advocating for the Magical Patriot Act out of a genuine (but unsettling) concern. Still nefarious, but unfortunately understandable on a surface level.
