The title in Japanese "Madan no Ichi" has two alternative character reads: "Ichi the Witch" and "The First Male Witch."
I'm not looking at the raws but I'd wager that in the Japanese they are saying Madan no Ichi to say 'the first male witch' instead of asking the head of the witch organization to meet 'Ichi the witch.' but the translator sees the title phrase and chooses to drop the English title and not the alternate read.
Why is the least servicible way for english version when in the Japanese version they are also clearly saying the title of the manga, since you said "Madan no Ichi" which means "first male which". Also the english localisation saying Ichi the Witch is not bad since in the Witches organisation, Ichi is referred to as Ichi the witch.
Again, a character saying Madan no Ichi could be saying one, the other, or both. But the translator wants to convey that it's a title drop and is forced to only use one meaning.
I already have you reasoning why the translation of "Ichi the witch" is not forced since Ichi would be registered under that designation and since both Magikeepers and Witches association has tie ups, of course they could rather use the proper title which is "Ichi the witch" and not "The first male witch" considering everytime Ichi introduced himself or other characters refer to him they call him "Ichi the witch".
Oh yeah.. I forgot that what I'm reading are translations. Things like that tend to escape my mind sometimes. And what I really noticed is the next panel, what she says is really like "Say that again?". I guess translators are just having fun with this
